Jessica has served as Professor of Constitutional Law since 2006. She has developed a distinguished academic career, authoring two books and multiple articles published in peer-reviewed legal journals, with a focus on public law, regulatory frameworks, and institutional design. In the public sector, she has held key leadership roles within Chile’s fisheries and aquaculture governance structure. She served as Head of the Legal Division at the Undersecretariat for Fisheries and Aquaculture (Subpesca) and as Deputy Legal Director at the National Fisheries and Aquaculture Service (Sernapesca). Additionally, she has worked as a legal advisor on aquaculture matters and held legal positions at the Ministry of Planning (MIDEPLAN) and the Ministry General Secretariat of the Presidency (SEGPRES). She has played an active role in drafting and advancing fisheries and aquaculture legislation, as well as in the implementation of regulatory frameworks, contributing to institutional strengthening and policy development. She has also represented Chile in national and international regulatory and policy forums related to fisheries and aquaculture governance.
