David Espinoza Pérez is a Public Accountant from Universidad Andrés Bello and holds a Master’s degree in Science and Innovation Management from the Polytechnic University of Valencia, Spain. He has also completed postgraduate training in project formulation and evaluation, training management, and innovation and territorial development. He currently serves as Regional Deputy Director of CORFO Los Lagos, where he contributes to the implementation of public policies and programs aimed at strengthening innovation ecosystems, entrepreneurship, and regional productive development. With more than twenty years of experience across the public sector and development-oriented institutions, he has held leadership and technical roles in organizations such as the National Training and Employment Service (SENCE), the Regional Government of Los Lagos, Chilean Customs, Fundación Chinquihue, and the private aquaculture sector. His work focuses on financial management, regional development programs, and public–private collaboration to promote innovation and competitiveness.
