José Antonio is a Civil Engineer from the Pontificia Universidad Católica de Chile, with a postgraduate degree in Energy Efficiency from University College London (UCL) and recipient of the 2011 Chevenning Scholarship. He brings more than 15 years of experience in the energy sector, with in-depth knowledge of the Chilean electricity market, its regulatory framework, supply contract structures, and pricing dynamics. Throughout his career, he has advised unregulated clients across industries such as mining, food production, retail, data centers, and manufacturing. His work has focused on energy supply strategies, Power Purchase Agreement (PPA) negotiations, risk management, and the development of solutions in energy efficiency, electrification, photovoltaic generation, and energy storage. He currently serves as Deputy Sales and Customer Service Manager at Colbún S.A., where he leads strategic relationships with over 300 industrial clients. His role combines commercial leadership, technical expertise, and a strong sustainability focus, supporting clients in enhancing energy competitiveness amid the ongoing transition toward cleaner and more efficient energy systems.

Since joining the Food and Agriculture Organization of the United Nations (FAO) in 1996, he has led sustainable aquaculture development initiatives in more than 45 countries. He currently serves as Fisheries and Aquaculture Officer at the FAO Regional Office for Latin America and the Caribbean, based in Santiago, Chile, where he promotes innovative policies and solutions to strengthen the resilience and sustainability of the sector in the region.
