Yngve Torgersen

Yngve holds a degree in Microbiology from the University of Oslo (Norway), obtained in 1989, and has more than three decades of professional experience in aquatic animal health, aquaculture governance, and international regulatory frameworks. He began his career as a scientist at the Norwegian Veterinary Institute, where he focused on fish health and the development of preventive strategies to control diseases in aquaculture production systems. He later joined the Norwegian Ministry of Agriculture, within the Department of Veterinary Services, where between 1996 and 2002 he held several technical and managerial positions, including Head of the Animal Health Unit. During this period, he contributed to the development and implementation of national policies related to animal health management and regulatory frameworks for livestock and aquaculture production. From 2002 to 2006 he worked at the European Commission, specifically within the Directorate-General for Health and Consumer Affairs (DG SANCO), in the Animal Health Unit. In this role, he was responsible for the development of the current European Union legislation on aquatic animal health, helping to establish key regulatory standards for disease prevention, control, and management in European aquaculture. His international leadership was further recognized between 2017 and 2019 when he served as Chair of the FAO Committee on Fisheries (COFI) Sub-Committee on Aquaculture, a global platform dedicated to promoting the sustainable development of aquaculture worldwide. In 2020, he was appointed Director General and Head of the Department of Aquaculture at the Norwegian Ministry of Trade, Industry and Fisheries, where he currently leads strategic policy development aimed at strengthening sustainable, innovative, and competitive aquaculture in Norway.

He has published nearly 70 Q1-indexed scientific articles, book chapters, and patent applications in areas such as computer-aided drug design, nanotechnology, and robotics. He currently serves as Full Professor and Vice-Rector for Research and Doctoral Studies at Universidad San Sebastián.
